In order to carry on the work of Synod (the governing body of the diocese) between its sessions, the diocesan council meets a minimum of five times per year.

The diocesan council membership is composed of regionally elected and ex-officio members, plus diocesan executive staff who are non-voting, as is outlined in the Canons and Regulations. It has the powers and functions, where appropriate, of the synod between synods, except for those acts which are reserved to be performed by Synod itself.
